This is a blue cardigan from Alperro Vero.
It has a large applique, mismatched buttons, and a cute fringed hem. I purchased it in December for 12,000 yen from someone I always buy from. It was professionally cleaned before I received it, but since I mostly wear black, it doesn't really suit me.
It's a soft and warm knit, but it's prone to snagging, so there are some minor imperfections. The width is about 58cm, the length is 58cm, and the shoulder width is about 40cm. The damage isn't very noticeable, but please understand that this is a used item.
